A groundbreaking study by the Diaspora Affairs and Combating Antisemitism Ministry for the first time exposes financial data concerning about 20 delegitimization organizations operating in the US that express support for terrorist groups, fuel incitement, and engage in illegal activities. According to the comprehensive report, which focuses on antisemitism, delegitimization, and terror incitement with an emphasis on the American arena, these organizations raised a total of more than $250 million in funds. Following the revelation of the latest state of affairs shown in the report, Diaspora Affairs and Combating Antisemitism Minister Amichai Chikli sent letters on the matter to leaders and law enforcement agencies in the US.
The report's findings point to financial patterns indicating the use of ostensibly legitimate donation mechanisms to transfer resources toward delegitimization and incitement activities. According to the data, a portion of the funds was transferred through intermediary entities that served in certain cases as a conduit for transferring resources to entities linked to terrorist organizations. The research analyzes operational patterns, funding sources, and possible connections – whether direct or indirect – of those organizations with elements involved in incitement, terrorism, or other illegal activity.
The report further shows that some of the organizations operate under civil society frameworks, human rights organizations, or educational activities, but in practice serve in certain cases as a platform to promote extreme messages, systematic delegitimization of the State of Israel, and content including antisemitic incitement. Furthermore, recurring patterns of direct and indirect ties and connections were identified between some of the organizations and designated terrorist organizations in Israel, the US, and Europe, including prior involvement in outlawed organizations or public expressions of support for their activities. In addition, the report points to inter-organizational coordination, joint campaigns, and broad public and outreach activity that exceeds the boundaries of legitimate discourse, which may contribute to radicalization, incitement, and even violence.
Diaspora Affairs and Combating Antisemitism Minister Amichai Chikli commented on the report's findings, stating: "We continue to expose the true faces of 'innocent' civil society organizations that in practice support terrorism and incitement against the State of Israel. This time we did so through a unique study that traced the funding sources of those organizations, exposing no fewer than 20 entities acting to promote terrorism. Following the findings, I turned to congressional committee members and the US Justice Department, calling on them to act against these organizations and halt their operations. The era of the double game, in which organizations could support terrorism while hiding behind an 'innocent' and 'civilian' facade, has come to an end."
Diaspora Affairs and Combating Antisemitism Ministry Director-General Avi Cohen-Scali added: "These are organizations that are tax-exempt under US law and are forbidden from engaging in any political activity. In practice, these organizations promote an anti-Israel agenda, subversive antisemitic activity, delegitimization, and incitement to terrorism. The ministry will continue acting to expose the links between these 'innocent civilian' organizations and terrorist organizations."
