Israeli businessman Bebo Kovo has received major planning approval for an extensive real estate project in Florida, with the Orange County Board of Commissioners approving the Tuscany Plan. The development covers approximately 920 dunams (227 acres) in the Shingle Creek area, near International Drive and Orlando's main tourist hubs.
The approved plan includes the construction of 4,814 apartments, 1,291 hotel rooms, and approximately 60,700 sq.m. of commercial space, designed to combine residential and hospitality spaces with shopping, dining, and entertainment. Company estimates value the development process in the area at approximately $19 billion upon completion.
The path to the project's approval involved a lengthy planning process. After the plan was rejected in May 2025, the developers sought a review. On September 29, 2026, the board reversed its decision and approved a revised plan, maintaining the residential, hotel, and commercial scopes while adding environmental and infrastructure conditions for continued development.
From rejected plan to billion-dollar vision
The acquisition and planning process spanned years. According to company data, between 2014 and 2021, 144 separate parcels were consolidated into a single land tract, which the company currently values at about $1 billion.
For Kovo, who was previously among the developers who built the market complexes in London's Camden Market, this represents an effort to replicate and upgrade the commercial and entertainment concept on an unprecedented scale. The current vision is based on combining branded luxury residences, international hospitality, and culinary experiences with Orlando's tourism environment – which hosted approximately 76.7 million visitors in 2025, according to local tourism bureau data.
The complex's location borders the Orange County Convention Center, near the Disney World and Universal parks, and adjacent to an open park area of approximately 12,000 dunams (2,965 acres).
"For me, this is the best place in the world to realize this dream, right on International Drive, where about 80 million people pass through," Bebo Kovo said after receiving the approval. "Our land sits opposite Disney, and about 500 meters from Simon Outlet, which alone attracts about 30 million visitors a year. Around us are incredible parks, green spaces, and an audience coming from all over the world. Now we want to add the spark to all of this."
Kovo added: "My vision is to connect the brilliance of Dubai, the luxury of Beverly Hills, and the style of Miami with the parks and nature of Orlando. To bring luxury brands, branded residences, hotels, and entertainment venues that are an experience in themselves. Dubai has extraordinary brilliance; here we have the opportunity to connect it to Florida's open spaces and scenery. I imagine a place people will say about: That is where we want to go, and that is where we want to live. To take the vitality of Camden and the ambition of Dubai and create something with a character of its own. We fought for this plan for years and did not give up even when it was rejected. For me, this approval is a moment of a dream coming true, and the ambition is to create a place here that will change the area and draw attention from all over the world."
