The Tel Aviv-Jaffa Local Planning and Building Committee recommended advancing Plan TA/5055 to the District Committee for deposit. The plan aims to expand and renovate the Dizengoff Center complex. Designed by architect Gidi Bar Orian, the project proposes adding approximately 32,860 square meters of construction. As part of the expansion, three full floors and one partial floor will be added to the existing commercial building, bringing parts of the complex to a height of up to seven stories above ground level, while the complex's two existing towers will remain at their current height.

A central feature of the plan is the construction of up to 85 micro-apartments ranging from 27 to 35 square meters each, designated for permanent rental. Of these units, approximately 15 percent (13 apartments) will be designated as affordable housing, with rent set 40 percent below market rate for a period of at least 25 years. Alongside the housing, the plan incorporates a 40-to-50-room hotel or hostel, as well as renovations to the Lev Cinema and the sports center. The plan includes no additional parking, and the total number of parking spaces will decrease from 874 to 843.

On the roof of the center, a continuous public park spanning at least 3.5 dunams (0.86 acres) is planned. The park will be open to the public during all operating hours, seven days a week, and will feature landscaping, seating areas, urban agriculture, beekeeping, environmental activities, and renewable energy production facilities. At street level, new commercial facades will open, including connections to King George Street and a planned pedestrian mall, alongside the allocation of approximately 1,945 square meters of built space for public uses such as daycare centers and kindergartens.

The plan underwent an environmental impact review due to its location in the buffer zone of the White City, but it still faces a lengthy process requiring final approval from the District Committee and the issuance of building permits.
