When five major Mediterranean desalination plants went offline earlier this week, household taps didn't run dry. It exposed why water, electricity, food, and shelters must be treated as matters of national security. That is precisely why the incident should be treated as a warning rather than dismissed as a crisis successfully contained.

The plants were forced offline after unusually high seawater turbidity, apparently caused by microalgae carried north from the Nile Delta. Some subsequently resumed operating, but three remained offline on Wednesday.

The authorities protected residential supply, while municipalities were instructed to reduce nonessential consumption, and agricultural water was temporarily cut in parts of the country. Negev farmers warned that crops at the height of the growing season could suffer irreversible damage within a day.

On one level, the outcome demonstrates the water system’s strength: Israel maintained household supplies even after losing most of its desalination capacity. That is a considerable accomplishment in a dry country that once lived at the mercy of rainfall.

Exposing the concentration beneath the success

But the incident also exposed the concentration beneath that success. A small number of large facilities produce much of Israel's drinking water, and all require usable seawater, electricity, and functioning pumping infrastructure. A single natural event was enough to interrupt several at once.

A recent preprint by researchers from Ben-Gurion University of the Negev and the Max Planck Institutes modeled scenarios in which drought, electricity disruptions, war, cyberattacks, and marine pollution overlap. The research has not yet undergone peer review, but the question it raises is immediately relevant: Is Israel preparing for several systems to fail at once, or is each ministry still preparing for its own isolated scenario?

Israel understandably speaks about national security through the language of armies, borders, intelligence, and missile defense; those threats are real and immediate. But civilians cannot live beneath Iron Dome alone.

Security also means that the lights remain on, hospitals keep functioning, food reaches supermarkets, and families have somewhere protected to go when the air-raid siren sounds. These are not softer alternatives to national defense; rather, they are what allow a country to absorb an attack and continue operating.

Recent State Comptroller’s Reports have revealed a recurring weakness in precisely these areas. In January, the comptroller found that one-third of Israelis lacked adequate access to standard protected spaces, and that 12% of public shelters were unfit for use. A February audit found that emergency planning for the electricity sector had not kept pace with changes in the industry, and that responsibility for critical diesel stocks remained unresolved years after the government ordered it transferred.

Last October a report found no single government body was overseeing the full picture of emergency food security, and there was no long-term national strategy. A separate February audit found that prior to the October 7 massacre, Israel did not have an approved operational plan for mass civilian evacuation, leaving local authorities to improvise as some 210,000 residents were displaced.

Since then, some of the relevant government bodies have taken steps. The Energy and Infrastructure Ministry, for example, has cited a NIS 1 billion program launched during the war to strengthen infrastructure and emergency stocks. This week’s uninterrupted household water supply also reflects serious advance planning.

The argument, therefore, is not that nothing works; it is that Israel repeatedly relies on capable workers and emergency improvisation to close gaps that should have been resolved beforehand. Across sectors, responsibility remains divided, plans age without being updated, and corrective action accelerates only once the danger becomes visible.

That is partly a problem of political incentives. Air-defense procurements and military operations produce announcements that maintenance, redundancy, and coordination between ministries rarely do. When they succeed, nothing dramatic happens: The tap runs, the refrigerator stays cold, and the local authority knows what to do.

With a little under two months until the October 27 election, parties asking Israelis to trust them with national security should be expected to address this side of it as well. They should explain who will hold binding responsibility for civilian preparedness, which deficiencies have been corrected, what deadlines remain, and how weaker municipalities will be brought up to standard.

The desalination disruption should not be forgotten when the last plant returns to operation. Israel’s strength is measured not only by whether it can strike its enemies or intercept their weapons, but by whether ordinary life can continue under pressure.
