Among the 15 points, Mladenov states that Hamas must be gradually disarmed and removed from civilian structure in Gaza, and that both parties must fulfill their commitments under the ceasefire.

"This is not what was promised to the Palestinians, and it is not what they deserve," Mladenov said. "Furthermore, this does not provide Israel with the security it needs to move forward."

This institutional design may explain why several European governments have stayed out. The United Kingdom, France, and Germany have declined to participate. The Vatican has formally refused. 

The force is expected to consist of thousands of Palestinian officers who will be trained in Egypt and Jordan, before being deployed in the Gaza Strip, with the task of maintaining order.
