Prosecutors allege that over the course of nearly four years, the group operated a structured criminal enterprise involved in illegal gambling, debt collection through threats, and exploitation.

The filing, submitted by Physicians for Human Rights Israel and lawyers for the detainees, came in response to the state’s request that the petition be dismissed.
